JRC Study on DPP Content for Iron and Steel Products

Digital Product Passports (DPPs) for iron and steel products are expected to become mandatory later this year (2026). For this reason, the Joint Research Centre (JRC) of the European Commission has now published a study proposing possible content for these DPPs.

Mandatory Content

Product Identification and Classification

The product identification and classification section in the Digital Product Passport (DPP) for steel products contains data such as heat numbers, unique product identifiers GTIN, TARIC and HS/CN codes, as well as order numbers, enabling clear identification and traceability. In addition, it includes classification data such as steel grades (EN 10020), designations (EN 10027-2), and technology routes in order to categorize products according to industry standards.

Manufacturer Identification and Origin

Manufacturer identification in the Digital Product Passport (DPP) includes data such as unique identifiers (UFI, UOI, EORI/GLN/DUNS/LEI), as well as names, addresses, and contact details of manufacturers, importers, and other responsible parties in order to ensure traceability along the value chain and support regulatory controls.

Material Compliance and Substances of Concern (SoC)

The material compliance and substances of concern (SoC) section requires the disclosure of substances of concern, such as heavy metals, based on MTCs and ECHA databases, while concentrations and regulatory requirements, such as REACH, must be met. In addition, information for recycling, disassembly, disposal, and safety should be provided.

Environmental Impact and Circularity

Finally, the product’s carbon footprint should be specified together with the share of recycled content.

Voluntary Content

The focus is on data from Mill Test Certificates (MTCs), whose digitization in the DPP creates a harmonized and interoperable form of exchange without introducing new reporting obligations. Mechanical properties are proposed as voluntary or conditional fields to facilitate digitization. In addition, compliance documents such as CBAM reports, CPR-DoP, and REACH can be integrated to promote interoperability between regulations and avoid duplication.
